In 1973 the Rehabilitation Act began a ripple effect, which would have worldwide implications. In 1990 the ADA expanded the Rehabilitation Act. In the 1990's other countries passed disability civil rights laws. In 2007, the United Nations passed the disability convention, the first human rights treaty of the twenty-first century.
